Scott State
Scott E. State, P.E., joined WCS in 2018 as Chief Executive Officer. A nuclear engineer by education, Mr. State is well-known in the industry for his outstanding technical skills and executive management background with large, complex organizations. He has extensive experience in development and financial advisory projects for the military, nuclear and private industry, and also currently serves as the Chief Executive Officer of NorthStar Group Services, Inc.
Earlier in his career, Mr. State worked as a consultant on several development and financial advisory projects, including a $120 million remediation of a 9,000-acre former military facility, technical program management consulting, and executive level support focused on cleaning up former nuclear weapons and nuclear power plant sites. He also served as Chairman and CEO of MACTEC, Inc., a leader in engineering, environmental and construction services worldwide with 80 locations, which he helped grow into an industry leader. He has successfully completed projects in the U.S., Europe, Asia and Australia.
Mr. State holds bachelor’s and master’s degrees in Nuclear Engineering and a master’s degree in Engineering Management, and is a licensed Nuclear Engineer. He formerly held an NRC Reactor Operators license, DOE “Q” clearance, and DoD Top Secret clearance.

David Carlson
David Carlson is President and Chief Operating Officer of Waste Control Specialists, operator of a low-level radioactive waste disposal facility in Texas.
Carlson has more than 25 years of experience leading the growth and operations of nuclear energy and environmental management companies. He previously served as senior vice president of Veolia Nuclear Solutions (Kurion) where he provided technology solutions for nuclear decommissioning, including support of recovery from the accident in Fukushima Japan. Prior roles include chief operating officer and chief nuclear officer at Gen4 Energy – an advanced reactor startup company, chief operating officer of Aqua-Chem – a manufacturer of water purification equipment, and chief operating officer of Duratek – a radioactive waste management company.
Carlson graduated from the US Naval Academy and began his career as a nuclear submarine officer.

Jeff Adix
Jeff Adix joined WCS as Chief Financial Officer at the end of 2018, bringing financial management experience from multiple large global companies, along with knowledge of the waste disposal, decommissioning, and environmental services industries gained from his financial leadership roles within Veolia’s North American Environmental Services business and NorthStar Group Services, Inc. Mr. Adix continues to serve as NorthStar’s Chief Financial Officer.
Mr. Adix began his career as a CPA in the Milwaukee office of Arthur Andersen. He holds an MBA from the University of Wisconsin – Milwaukee and also received a Bachelor of Science in Business Administration degree from Drake University, with majors in Corporate Finance, Accounting, and Computer Information Systems.

Joey Edwards
Joey Edwards is Chief Financial Officer of WCS. He joined WCS in 2019 bringing with him accounting and finance management experience from multiple different industries. Mr. Edwards began his career in public accounting at the Dallas office of PricewaterhouseCoopers. He holds an MBA from Southern Methodist University (“SMU”) as well as Bachelor’s and Master’s degrees in Accounting from The University of Mississippi (“Ole Miss”). He is also a Certified Public Accountant registered in Texas.

Ms. Sanchez has been with WCS since 2000. She has over 24 years’ experience in finance, waste operations, strategic development, and community relations. Ms. Sanchez received a BS in Accounting from Texas Tech and is a Certified Public Accountant.

Dan Burns
Mr. Burns has 35 years of experience in the waste generation and disposal business. He has been with WCS since January 2009. His broad experience includes operations, project management, D&D, business development, and management.
Dan supervises WCS’ sales and marketing efforts, develops pricing strategies and coordinates efforts with operations and licensing.

Mr. Williams has been with WCS since 2007 and has over 18 years of experience in waste management, business development, project management, operations, quality control, regulatory compliance, and safety. Mr. Williams is responsible for the Technical Services organization including waste profiles, shipment authorizations, waste acceptance, and waste compliance matters for commercial and federal customers.

Mr. Garcia has over 30 years of experience in Low level and Mixed Waste management, project management, transportation, waste treatment and disposal. His experience has been instrumental in alternative waste treatment technology, waste solidification, and treatment/disposal of large components by rail and highway. Mr. Garcia is the Site General Manager and responsible for day-to-day operation at the Andrews facility.

Matt LaBarge
Matt works with Federal Customers, focusing on Department of Energy Customers.
Mr. LaBarge has been with WCS since 2010 serving various roles in business development and technical services. He has nearly 30 years of experience in the radioactive and hazardous waste industry. In his business development role, Matt relies on his strengths in understanding generator operations and needs along with excellent hazardous and radioactive waste technical skills.

Ms. Broda has been with WCS since 2018 serving in business development and customer service. Elizabeth has 15 years of experience in the radioactive and hazardous waste industry. In her business development role, Elizabeth relies on her strengths in understanding generator operations and needs along with excellent understanding to connect the right resources to fulfill customer needs.
